Notes of a Meeting Held on 5th November 2012 between Upper Culm CLT, Hastoe Housing Association and the Homes & Communities Agency

This was a meeting called by Wessex Community Assets, not a formal UCCLT Board Meeting. The following are summary notes:
• The meeting had been arranged by Steve Watson for the CLT Board and Hastoe Housing Association to meet with the Homes and Communities Agency on 5th November in order to try to secure the grant for the Culmstock Road site through the government's Affordable Homes Programme. (The Homes and Communities Agency (HCA) is the non-departmental public body that funds new affordable housing in England. It was established by the Housing and Regeneration Act 2008 as one of the successor bodies to the Housing Corporation, and became operational on 1 December 2008.)
• The Directors were asked to outline the process which has taken place.
• John Scott described the Housing Needs Survey and David Snape confirmed that he is satisfied that the Survey is accurate and that the methodology used is consistent throughout all of the surveys completed across Devon.
• Lisa Clayton sought general information about Hemyock and about earlier projects conducted in the village. The examples of the Blackdown Health Practice centre, Longmead Sports development, the Blackdown Healthy Living Centre, the East Mead affordable housing and the flats on the former tennis courts were among those mentioned.
• The planning application process for Mid Devon District Council was described.
• The planning application for Culmstock Road was detailed.
• The Investment Review Group of the HCA will consider the project in December, by which time planning permission should have been approved or declined.
• A site visit then took place and the context of the site made clear, being adjacent to the Logan Way/Conigar Close development.
• The HCA representatives were then given a brief tour of the village to assist them in their awareness of its existing housing and services.
