Parish Council

Parish Council meetings are open public meetings and are held on the First Wednesday of every month. The meetings take place in the Forbes lounge at the Parish Hall and usually commence at 7.30 pm. The accessibility of the Parish Hall is given on their page
here.
Every one is welcome to observe the the meetings and to contribute to the discussions.
If there is an issue in the Parish that you are concerned about, or an idea you would like to share with us then please let us know. Either attend one of the meetings, phone or email a Councillor or the Clerk.
The Parish Council is the voice of the parish to local and ultimately central government, if we don't know what you want then we can not speak for you.
The Agenda for any forthcoming meeting is put on the official noticeboards around the village before each Meeting.
The Minutes of recent meetings are held

There is a page with useful environmental links
here.
The Council does not have Quality Status yet.
The Parish Council currently has two projects which are handled seperately; the
Longmead Field Development and the
Youth Centre.

here.
Hemyock Emergency Plan
Hemyock has an emergency plan which is designed to cover situations where the 'blue light' services cannot attend.
A copy of the main Plan is
here.
There are a number of Annexes to the main plan which are kept seperate for ease of updating.
Annex A Risk Assessment
Annex B Emergency Control Desk
Annex C Accommodation and Feeding Centre
Annex D Contractors Equipment
Annex E Emergency Services Contact Details
These documents are in Adobe Acrobat format If you dont have a reader, you can download a free reader
here
Let us hope we never have to use the Emergency Plan, but a great deal of necessary preliminary work has been done, which should help if an emergency ever does arise.
Just for interest,
here is a link to the 1997 Parish Appaisal. Many of the graphics have been lost, but it still makes very interesting reading. A Parish appraisal is underway at the moment (April 2009), the results will be published soon.

A large number of activities seem to be happening on the roads around Hemyock, all at once. The PCs initiative to replace the walkway over the Culm is finally coming to fruition, and Devon County Highways seem to have finally got their act together, though there is a strong suspicion that all this work is due to the forthcoming Round Britain Cycle race in September.

There has been a recent increase in the amount of dog mess which has been left around the village. Some of it is bagged, but then thrown into gardens or fields. The Parish Council are appealing to owners to clear up the mess left by their dogs. It is not only a health risk, but is unsightly and unnecesary. Dog bins ate located around the village for owners to use. Remember there are substantial fines for not cleaning up after dogs.

Do you enjoy a stroll in the countryside?
Hemyock Parish Council regularly arranges for local footpaths to be surveyed to ensure that they are kept in good order and that there are no unauthorised diversions or blockages. A few more volunteers are needed to walk and survey the footpaths.

Hemyock Parish Council is seeking volunteers to run a speed survey system in the village using the latest technology ‘speed guns’. Most of the village is covered by a 20mph limit whilst other areas within the Parish remain covered by the maximum 30mph limit. But locals complain that ‘thoughtless’ drivers continue to travel through the area at above the proscribed limits bringing fear of accidents. Volunteers would receive training by Devon & Cornwall Constabulary and would work in pairs. Parishioners who wish to volunteer should contact Parish Clerk Anne Kingston on 01823 680918.

There are now three village notice boards in Hemyock located at the Parish Hall, the entrance to Longmead and adjacent to Millhayes Hall. The additional notice boards at Longmead and Millhayes were erected in response to increasing village activities and the need for publicity. The Parish Council hopes that these and not telegraph poles will be used in the future. It was felt that the use of telegraph poles made the village look untidy.

There was a robust but amicable debate about proposals to allocate land to the North of the cemetery for allotments at the February meeting of Hemyock parish Council. With land owners on either side of the cemetery refusing to allow their land to be used for access, allotment holders would need to use the main footpath through the cemetery to entrance their gardens.

The Blackdown Hills AONB has commissioned Dr David Allen to produce reports on the biodiversity of six Blackdown Hills parishes including Hemyock. These will include distribution maps showing areas of important habitat or notable species and ideas for nature conservation action that the local community might like to pursue.

Happy New Year from your Parish Council.
Most of us are fit and healthy and are enjoying the snow. Some of our neighbours, especially the elderly, may view this weather with trepidation – not being able to get out to the shops, not having their friends or family come by to see them, etc. Do you have a neighbour who might value a visit today?

Please could residents take care when parking their vehicles on the roadside that they do not park near road junctions causing bad visibility. Please use your driveways if possible and help to improve safety around the parish. Thank you for your consideration.
